A) PRIVATE LETTER (SUBMISSION)

The Office of the Duke of Sussex
Archewell
12021 Wilshire Blvd, PMB 2000
Los Angeles, CA 90025
USA

21 February 2026

Private & Confidential

Harry,

I hope this letter finds you well.

I’m writing to you not in expectation, but in respect — to place before you, quietly and directly, a governance framework I have built called Mindspire Experiences, formally designated MINDSPIRE-H-M-W-AI-LIC-84-NC-GOV.

Like everyone, I’ve watched recent public discussion and commentary around institutional pressure, credibility, and responsibility. A lot of it is analysis without consequence. Media cycles move quickly. Reality does not. The work of stabilising systems — and the people who live within them — is slower, quieter, and far more serious.

I write not as a commentator, but as a funeral director from Bellaghy, Northern Ireland. My work sits at the point where healthcare decisions, administrative processes, and legal structures stop being paperwork and become permanent outcome. It removes illusion quickly. You learn what systems do well — and where they quietly step back.

Through lived experience, I came to recognise a structural stabilisation gap: the space after a crisis when formal systems conclude their defined role, but human consequence continues. Healthcare stabilises the immediate condition. Courts conclude proceedings. Institutions complete their function. Yet people are often left navigating the aftermath without structure, ownership, or institutional visibility.

Mindspire Experiences was created to define that space.

It is not clinical. It is not therapy. It does not replace institutions. It operates as a non-clinical governance instrument designed to convert voluntary lived experience into anonymised, aggregated institutional insight — so systems can see where stabilisation succeeds, where pressure accumulates, and where accountability can be strengthened.

It exists for one reason: to bring structure to a space that currently belongs to no one, but affects everyone.

Your willingness to speak openly about lived experience, responsibility, and recovery has shifted public language. That matters. It makes more serious conversations possible than most commentary ever will.

For that reason, I wished to place this work before you — without demand and without intrusion. If it is useful, you can examine it. If it isn’t, dispose of it. The framework stands independently. It requires no endorsement to exist. It was built to be structurally sound, not symbolically useful.

I’m under no illusion about public narrative. Noise is temporary. Structural reality is permanent. Mindspire was built for the latter.

Harry, 1984 was a good year.

This was built from lived experience, not theory. Built quietly, and designed to stand quietly. I would value your consideration, and your privacy and position will be respected without exception.

Yours sincerely,

Michael P. Lennon Jr

P.S. I understand the position of “the spare”. It has a way of teaching independence early.

B) FORMAL COVER NOTE (FOR A PRIVATE SECRETARY)

Licence Code: HMW-AI-LIC-84-NC-GOV

Dear Private Secretary,

I write to formally introduce The Universal Insight Instrument (also referred to as the Mindspire ARC Framework), a non-clinical governance framework developed to address the structural gap that arises after crisis events across public systems.

In plain terms, the Instrument provides a structured method for the voluntary recording of post-crisis experience and, where consented, its conversion into anonymised, population-level institutional insight. It does not diagnose, treat, or provide medical, legal, or financial advice. Its purpose is structural learning, oversight, and accountability.

The framework operates under defined governance safeguards, including:
• Explicit non-clinical status
• Consent-based participation
• Anonymisation standards (threshold aggregation)
• Stewardship oversight aligned to public-interest principles

Institutional insight outputs are scheduled for phased release from September 2027, conditional upon governance validation and security thresholds being met.

This correspondence is submitted for formal awareness. Any further technical documentation, governance architecture detail, or structured briefing will be provided in person should your office consider it appropriate.

Yours faithfully,

Michael P. Lennon Jr

C) ARC DECLARATION, PRINCIPLES, GOVERNANCE ANNEXES & PUBLIC-INTEREST DISCLAIMER
Standard and Charter CCCV1 — Licence Code: HMW-AI-LIC-84-NC-GOV

  1. ARC DECLARATION
    I was born on 27 June 1984.

Between 27 June 1984 and 15 September 2027 spans a 43-year chronological arc culminating in the structured release of anonymised, population-level institutional insight under this Licence.

This arc is chronological, not symbolic. It reflects a disciplined progression from lived experience to a structured governance instrument.

  1. PRINCIPLES
    First Principle — Individual Voice
Lived experience, when documented accurately and voluntarily, carries evidential value. Individual voice matters. It must be preserved with dignity, agency, and informed consent.

Second Principle — Institutional Accountability
Institutions require aggregated, anonymised, population-level insight to improve commissioning, service design, and oversight. Anecdote alone does not reform systems. Structured insight does.

Third Principle — Truth at Scale
Truth, when anonymised and threshold-protected, can scale without exposing any individual or family to disproportionate risk. Insight must never compromise safety.

  1. NON-CLINICAL STATUS
    This instrument is non-clinical.
    It does not diagnose.
    It does not treat.
    It does not triage.
It does not provide medical, legal, or financial advice.

Its sole function is the structured conversion of voluntary lived experience into anonymised, aggregated institutional insight, subject to defined safeguards and thresholds.

  1. OUTPUT TIMELINE
    27 June 1984 — Chronological Commencement
    Start of the arc.

1 April 2026 — Governance Validation Mode
Restricted mode limited to: consent architecture validation; safeguarding verification; security and audit testing; accumulation of minimum thresholds.
No external insight distribution is permitted.

15 September 2027 — Institutional Insight Release
Commencement of anonymised, population-level insight distribution, conditional on full governance, security, and threshold satisfaction.

  1. STATEMENT OF INTENT
This Charter addresses the structural post-crisis gap between stabilisation and long-term recovery. It is designed to sit between systems — not replace them.

GOVERNANCE ANNEX A — Safeguarding Threshold Matrix

Tier 1 — Reflective
Stable, historical, constructive accounts. Logged for aggregation and anonymisation.

Tier 2 — Vulnerable
Current struggle while maintaining agency. Data collection pauses; signposting provided; steward review where required.

Tier 3 — Acute Risk
Indicators of immediate risk or loss of capacity. System halts intake; no data collected; safeguarding signposting triggered.

Tier 4 — Systemic Danger
Allegations indicating abuse, neglect, or systemic danger. Whistleblowing protocol considered; statutory reporting only where legal thresholds are met.

Principle: the system does not convert active crisis into “data”.

GOVERNANCE ANNEX B — Consent Architecture Specification

  1. Pre-Release Vault (Now – 15 Sept 2027)
    • Encrypted at rest
    • No external retrieval endpoints
    • Write-only for contributors; read-restricted for governance roles
    • Aggregation permitted; raw content extraction prohibited

  2. Dynamic Consent Model
    • Voluntary participation only
    • Right to erasure (“Kill Switch”)
    • Tiered consent: internal pattern-matching vs public insight release

  3. Anonymisation Protocol
    • PII removal before aggregation
    • Small-cohort suppression
    • Anti-reidentification controls (including jigsaw-risk blocking)

Threshold note (to keep you consistent and defensible):
Internal testing may use “higher of n≥15 or k≥5”. Public-facing insight release requires a higher threshold (e.g., n≥50) to reduce re-identification risk.

GOVERNANCE ANNEX C — Stewardship Roles (Reserved Seats, Not Assigned)

To protect continuity beyond the originating arc, this Licence allows for three stewardship seats:

• Originating Author and primary governance architect — Michael P. Lennon Jr
• Steward Seat Two — Reserved (unassigned unless formally accepted in writing)
• Steward Seat Three — Reserved (unassigned unless formally accepted in writing)

Any reference to named individuals is aspirational only and does not imply involvement, endorsement, or acceptance. No individual is a steward unless they have formally accepted and executed the role.

EXECUTION AND SIGNATURES
Executed in person.

PUBLIC DISCLOSURE STATEMENT (HMW-AI-LIC-84-NC-GOV)
Effective from 2024

From 2024 there has been a sustained and transparent effort to document, stabilise, and formalise the governance foundations of the Mindspire ARC Framework. This work has been undertaken in the public interest and is grounded in lived experience, evidence discipline, and non-clinical stewardship.

The period beginning in 2024 marks the transition from informal personal recovery to structured governance development. During this phase, safeguarding, consent, anonymisation, and audit standards were drafted and tested. No institutional insight was generated, distributed, or licensed during this period.

This disclosure confirms that from 2024 onward, development activity has been undertaken to protect contributors, strengthen public-interest governance, and ensure the framework matures into a safe, transparent, accountable instrument by the scheduled release date of 15 September 2027.

PUBLIC ACCOUNTABILITY AND RIGHTS PROTECTION STATEMENT
Effective from 1 April 2026

Accountability is not a performance or a narrative tool. It is a duty owed to citizens and families who rely on systems that hold power over their lives.

Every person has the right to privacy.
Every person has the right to due process.
Every person has the right to a fair and independent examination of facts.

Public opinion cannot replace evidence. Visibility cannot replace truth. Noise cannot replace rights.

This framework exists to ensure lived experience is protected, institutional behaviour remains examinable, and no citizen is left without a pathway to clarity, fairness, and dignity.

Lived Experience Is Not a Soundbite

I was not born into influence. I was born into responsibility.

I grew up understanding work, consequence, and silence. The kind of silence that sits at the kitchen table after a long day. The kind that follows crisis. The kind that teaches you early that nobody is coming to rescue you.

My lived experience is not a campaign. It is not a brand. It is not rebellion dressed up as courage. It is documentation of what happens when systems fail quietly and a person has to rebuild without applause.

There was a period in my life where everything formal stepped back. Institutions withdrew. Structures ended. Labels were applied. Decisions were made about me, without me. And when that chapter closed, I was left in the most dangerous place a person can stand — the space between crisis and stability.

That gap is not dramatic. It is administrative. It is procedural. It is cold.

You are discharged. You are processed. You are “supported.” And then you are alone.

Recovery does not happen in press releases. It happens in early mornings when you decide not to give up. It happens in bank statements, legal letters, and quiet apologies to yourself. It happens when you choose discipline over chaos.

Lived experience is not victimhood. It is ownership.

I have been through breakdown. I have been through scrutiny. I have been through systems that were never designed to see the human being inside the paperwork. And I made a decision: if I was going to rebuild, I would do it properly.

With structure. With evidence. With governance. With integrity.

Not noise. Not blame. Not performance.

There is a difference between telling your story and weaponizing it. I chose documentation over drama. I chose architecture over outrage. I chose to understand the machinery instead of shouting at it.

Because if you want change, you have to understand how the system breathes.

Lived experience carries weight. It reshapes how you see authority, responsibility, and public duty. It strips ego. It exposes fragility. It forces you to confront your own part in the collapse.

And then it asks you a simple question:

Are you going to stabilise — or are you going to perform instability forever?

I chose stabilisation.

Not because it was easy. Because it was necessary.

Strength is not loud. It is consistent. It shows up on time. It does the paperwork. It holds its ground. It does not say one thing and do another.

If lived experience teaches anything, it is this:

Character is revealed under pressure. Integrity is proven in silence. And recovery is infrastructure, not image.

That is what I stand on now.

Not theory.

Not status.

Not sympathy.

Just lived experience — structured, steady, and accountable.
