I, Michael P Lennon Jr, acting as a Litigant in Person, respectfully apply to this Honourable Court for declaratory consideration in relation to matters of cultural, historical, and civic expression connected to Northern Ireland.
This application does not seek the creation, alteration, or enforcement of any royal, sovereign, or statutory title, but instead seeks recognition of the Applicant’s right to submit and have considered a structured cultural proposition grounded in verifiable associations.
2. Basis of Application
This application is grounded on the following:
- The recognised legal status of the Applicant as a Litigant in Person
- The established title of Baron Kilkeel, held by Prince Harry, Duke of Sussex, which constitutes a territorial designation linked to Northern Ireland
- The Applicant’s right to advance cultural, historical, and symbolic submissions within lawful and peaceful parameters
3. Nature of the Submission
The Applicant has developed a structured submission (Exhibits MPL-EX-01 to MPL-EX-30) which:
- Explores the historical concept of Irish High Kingship as a cultural institution
- Examines the modern symbolic relevance of leadership, unity, and public service
- Proposes a non-binding, ceremonial framework of interpretation tied to contemporary figures of public influence
This submission is expressly non-justiciable in substance, but its consideration and acknowledgment fall within the broader principles of access to justice and civic participation.
