Public Record Statement

A. Who I Am

My name is Michael P. Lennon Jr, born 27 June 1984 in Northern Ireland.

I have spent over twenty years working in environments where responsibility and accuracy matter — including funeral service, hospitality leadership, and work based on lived-experience governance through the Mindspire platform.

Those professions require calm judgement, clear documentation, and the ability to operate when other people are under stress.

That background shaped how I now approach systems, evidence, and accountability.

B. Why I Am Issuing This Statement

I am placing this statement on record to document the position I now hold regarding:

• the Mindspire governance framework
• my lived experience of institutional systems
• the evidence bundle connected to my case

This document exists for clarity.

It is not written to attack individuals or institutions.
It is written to ensure that the factual record exists in one place.

C. Why Mindspire Exists

Mindspire did not start as a campaign or business idea.

It started because I experienced a gap.

Healthcare systems stabilise crisis.
Courts resolve disputes.
Public administration processes claims.

But when those systems finish their defined role, the person affected is often left to navigate the consequences alone.

That space — the period between crisis and rebuilding — is where many people struggle most.

Mindspire exists to document that space.

It is not therapy and it is not clinical advice.

It is simply structured reflection based on lived experience.

D. My Personal Context

At one point in my life I experienced a severe mental health crisis which required detention in hospital under the Mental Health Act.

Inside the hospital environment everything was structured.

Medication was given at fixed times.
Meals arrived on schedule.
Life slowed down.

When I left hospital, that structure disappeared overnight.

Bills returned.
Administrative letters arrived.
Decisions had to be made.

That period — the time between clinical stabilisation and rebuilding a life — is rarely discussed publicly.

Yet it is often where people feel most lost.

That experience is one of the reasons Mindspire exists.

E. My Evidence Bundle

I have organised all documentation connected to my case into a structured evidence bundle.

Master Reference: OCS307856F

The bundle contains:

• chronological records of events
• correspondence with institutions
• legal documentation
• insurance communications
• financial and insolvency records
• supporting contextual material

The purpose of this structure is simple.

Facts should be judged through evidence rather than memory.

F. The Issues Documented

The evidence bundle records several connected issues.

These include:

• alleged professional negligence relating to legal representation
• procedural collapse of a personal injury claim
• administrative difficulties within public systems
• financial consequences including insolvency and creditor action

These matters are documented through the records contained in the evidence bundle.

I am not asking readers to accept my interpretation.

I am placing the documentation on record so people can draw their own conclusions.

G. Administrative Fog

Through my experience interacting with institutions I encountered something I describe as administrative fog.

This happens when systems exist but are extremely difficult for ordinary citizens to navigate.

For example, official guidance for litigants in person within the Northern Ireland Courts and Tribunals Service explains that court staff cannot:

• provide legal advice
• recommend actions
• comment on case outcomes
• advise individuals what to say in hearings

The staff themselves are not the problem.

They are following rules.

“However, the practical reality is that an ordinary person can stand in a courthouse surrounded by professionals speaking Latin and legal jargon, while no one explains the process in plain language. I do not speak legal language. I am simply trying to understand the system that is judging me.

That situation creates confusion for many people who are already under pressure.

I record that observation here because I believe it is a structural issue worth acknowledging.

H. Governance Position

The Mindspire framework operates entirely within United Kingdom jurisdiction.

The legal environment governing my work includes:

• Data Protection Act 2018
• UK General Data Protection Regulation
• Computer Misuse Act 1990
• Fraud Act 2006

Where cybersecurity or data issues arise, reporting channels include:

• the Information Commissioner’s Office
• the National Cyber Security Centre
• Action Fraud

These authorities exist to ensure lawful oversight.

I. Evidence Integrity

All documentation connected with my work is preserved in structured evidential format.

This includes:

• indexed exhibits
• chronological documentation
• preserved original records
• signed statements where required

Maintaining evidence integrity is essential if any matter is later reviewed by regulators, insurers, or courts.

J. Accountability

I am placing this statement on record because documentation matters.

If evidence shows that actions or omissions by institutions or professional representatives caused foreseeable harm, accountability should follow through lawful processes.

Any such action will proceed through proper channels under United Kingdom law.

This may include:

• professional complaints
• regulatory review
• insurer-funded legal action
• civil litigation where appropriate

This document is not itself a legal claim.

It is a record that preserves the context and evidence surrounding events.

K. Digital Security

The digital infrastructure connected with Mindspire follows recognised security practices including:

• secure hosting
• encrypted connections
• domain monitoring
• email authentication measures such as SPF, DKIM, and DMARC

These measures exist to protect the integrity of communications and documentation.

L. Final Position

I am not presenting myself as an expert.

I am presenting my lived experience and the evidence that documents it.

Where systems work well, they deserve trust.

Where systems fail in ways that cause foreseeable harm, those failures should be examined.

Mindspire exists to bring clarity to experiences that are often ignored or misunderstood.

Operation Buzzard

Evidence Architecture

What “Operation Buzzard” Means

Operation Buzzard is the name I use for the structure of my evidence bundle.

It is not a campaign or a slogan.
It is simply the system I built to organise a complex set of events into something that can be understood clearly.

When problems occur across several institutions, the details often become scattered across emails, letters, court papers, and financial records.

That is how confusion happens.

Operation Buzzard exists to prevent that.

It places every document, event, and consequence into a single structured record.

The Core Chain of Events

At the centre of Operation Buzzard is a simple timeline showing how one failure can create a chain reaction.

Original Claim
        ↓
Solicitor Failure / Professional Negligence
        ↓
Procedural Collapse of Legal Case
        ↓
Administrative System Failures
        ↓
Financial Consequences and Insolvency

This structure does not assign blame automatically.

It simply shows how events connect.

The evidence allows readers to follow the sequence step by step.

The Evidence Bundle

All documentation is organised under the master reference:

OCS307856F

The bundle includes:

• Chronology timeline
• Legal correspondence
• Insurance records
• Medical context
• Benefits administration records
• Insolvency documentation
• Creditor communications

Each document is indexed and preserved in its original form wherever possible.

This ensures the record can be examined objectively.

Why the Name “Buzzard”

The buzzard is a bird known for circling high above the ground, seeing patterns that are invisible from below.

Operation Buzzard reflects that idea.

Buzzards don’t chase crows.

They rise above the noise and see the whole field.

At times assembling the record felt like solving a Rubik’s cube in the dark.

When the light came on, the colours lined up and the pattern became clear.

Accountability Through Evidence

This page does not make accusations.

Instead it places the evidence architecture on record.

If failures occurred that caused foreseeable harm, the appropriate mechanisms for accountability exist through legal and regulatory channels.

Operation Buzzard simply ensures the documentation is clear enough for those processes to work properly.
